The project areas

The project involves the study and estimate of the environmental, health and socio-economic impacts caused by two different plants of municipal solid waste treatment: a  landfill, situated at the Cerratina locality, within the administrative territory of Lanciano town  (CH); an incinerator site in San Zeno locality, within the municipality of Arezzo.

Arezzo’s plant, active since the late '80s, burns about 40,000 tons/year of waste; it has been requested an expansion to double the capacity, and at present (2012) the authorization process is in progress. The results of the project could be useful to the decision maker to evaluate the possibility/opportunity of such extension.

Lanciano’s plant, active since 1995, covers about 13 ha; it is a consortium landfill that serves 56 municipalities in Chieti province and handles about 54,000 m3 of waste per year. Its total capacity is just over 2 million m3, and it has an operational autonomy ranging from 200 m3 to 550 m3, depending on the management policies that it will follow hereinafter. Also in this case the expansion of the implant surface was required and the authorization process is in progress. The plant is equipped with a system for biogas collecting and catching for the electricity production.

Tuscany and Abruzzo are the two involved regions. They adopt different policies for managing municipal solid waste, which result in different percentages of recycling.
In Tuscany, the average per-capita collection stood at 231 kg / inhabitant * year, while in Abruzzo is equal to 115 kg / inhabitant * year (2008 data).

The two provinces (Arezzo and Chieti) present, in detail, the following data:

The different waste management policies are switched at the regional level, in different treatment systems, and therefore in a different plants tipologies presence. Referring to the 2008 data, in Tuscany there are 16 waste composting plants from selected matrices, for an amount treated equal to 218,529 t / year. In Abruzzo there are only 6 of this plant type, for a treatment capacity equal to 55,730 t / year.

For that concern the mechanical-biological treatment of municipal waste, Tuscany has 16 plants, for about 956,300 t / year, while in Abruzzo there are 10 plants of approximately 432,400 t / year of treated waste.

Neither of the two regions are active anaerobic digestion plants.

In Abruzzo are not active incineration plants, while in Tuscany they are 8, covering about 196,600 t / year of waste, which corresponds to 7.6% of the total MSW producted in the region (lesser than the national average of 12.7%).

The 51% of urban waste produced in Tuscany is disposed in landfills; the percentage of Abruzzo urban waste is instead 80%, because there are no authorized plants for the production of fuel from separated collection of waste. These kind of plants in Tuscany are, however 11, for an authorized capacity of 1,189,850 t / year.
